City Manager

Under the Council-Manager form of government the City Council appoints the City Manager to serve as chief administrative officer providing direction for all departments in accordance with the policies established by the City Council. The City Manager is committed to providing supportive leadership that creates an environment in which the community, City Council and all employees work together using their abilities to the fullest to enhance the overall quality of life in Turlock.

The City Manager appoints department heads of the City's five operating departments and is responsible for assuring that City services are performed in accordance with City Council policies and within the City's resources. The City Manager submits the annual budget to the City Council for their consideration and is responsible for its administration following approval by the City Council. The City Manager also serves as Executive Director of the Successor Agency to the Turlock Redevelopment Agency

Gary Hampton

54 year old Gary Hampton has been married 32 years to wife Debbie, they have two adult daughters. Gary was raised in a family of building contractors where he developed his work ethic, but credits his wife and daughters for his career achievements. Gary has dedicated his entire adult life to public service, made possible through the love, support and flexibility of his wife and daughters. His wife is a long time member of a senior citizen outreach and advocacy program and both daughters have entered into public service careers as well.

Raised in Antioch, California, Gary attended Los Medanos Junior College, prior to beginning a law enforcement career that spanned 33 years. Gary went on to obtain a Bachelor of Arts Degree in Public Administrations and Master of Arts Degree in Organizational Leadership and Business Management. Gary credits much of his professional success to formally studying leadership and having strong mentors that supported him in his personal leadership skills development. Gary stresses the important differences between leading and managing, asserting that people want to be lead, not managed, while projects require careful management.

Following his first Police Chief appointment in the City of Oakdale (2003-2006), Gary Hampton served as the Chief of Police for the City of Turlock (2006-2011). During Gary’s employment with Turlock he was called on several times to serve in dual executive positions. One instance was his 2009 appointment as Interim City Manager, while serving as Chief of Police. During that interim assignment Gary was challenged with resolving a $3M General Fund budget deficit (within a four month time period), moving forward two of the largest capital facilities construction projects in the history of the City and commencing initial discussions with the first potential commercial business proposing to develop in the new Westside Industrial Business Park. The budget deficit was resolved, the two capital facilities construction projects; the Carnegie Arts facility and Public Safety facility, were progressed into the construction phase and the commercial development was advanced, later disclosed to be Blue Diamond Almonds.

For the past five years (2011-2016) Gary has been employed with the City of Tracy as the Chief of Police. During his tenure with Tracy he has temporarily served as the Interim Assistant City Manager and over the last year served as the Public Safety Director. He has played a role in developing the City’s coaching and career development program and participated on the City’s economic development team.

Gary Hampton has developed a diverse and rich experience base through his decades of public service. During 14 years serving as a police chief, Gary has had the privilege of serving in interim and/or collateral assignments; to include: City Manager, Assistant City Manager, Public Safety Director, Fire Chief and Community Services Director. Through these opportunities, Gary has succeeded through the practice of open, honest and transparent communication and leadership styles. For the past five years Gary has been giving back to the public sector by serving as a leadership mentor/coach developing future leaders.

Gary spends his free time RVing with his family, spending time maintaining the small family hobby farm, restoring vintage automobiles and fishing.
